## TL;DR

Colombia's health technology assessment institute, a mixed public and private non-profit set up under a 2011 law. Its assessments inform what the public benefit plan covers, and since 2018 it classifies the therapeutic value of new medicines against the best treatment used in Colombia, for the price commission.

## Summary

Article 92 of Ley 1438 de 2011 authorised the Ministry to create the Instituto de Evaluación Tecnológica en Salud as a mixed non-profit corporation, open to scientific societies and the Academia Nacional de Medicina, responsible for evidence-based assessment of health technologies and for guidelines and protocols, whose findings are a reference for defining benefit plans. The institute states that it was created in 2011 under that law, with public and private members, and is attached to the health sector.

Article 72 of Ley 1753 de 2015 made the IETS assessment of medicines chosen by the Ministry, and the price set from it, a requirement for registration. Decreto 433 de 2018 put this into practice for new medicines: the applicant files a comparative analysis of safety and efficacy against the comparators chosen for Colombia and its intended price, and the IETS classifies the medicine into one of six categories of therapeutic value, from significantly more effective than the comparator (category 1) to unclassifiable (category 6), and may add a cost-effectiveness and budget impact analysis; for orphan diseases only the classification and budget impact are done. The question and the result go to public consultation and are published, and the assessment goes to the national price commission.

The Ministry's resolution updating the benefits paid from the capitation for 2026 cites a budget impact study by the IETS as the basis for the one inclusion it names. OnCo did not find a published cost-effectiveness threshold for Colombia from the IETS. The coordinates are a Bogotá centroid.
