Its own figures count 53,055,406 people in medical plans in June 2026 and put the share of the population covered at 24.9 per cent in August 2026, up from 22.5 per cent in December 2016; 38,767,278 of the June 2026 total were in employer group plans.\n\nANS keeps the Rol de Procedimentos e Eventos em Saúde, set by Normative Resolution 465 of 2021: the list of consultations, tests, operations and treatments a plan must cover for its segment, with use guidelines (DUT) for some items. Anyone can propose an addition through the FormRol system; proposals are assessed on scientific evidence, a comparative economic evaluation and the budget impact on the private sector, discussed by the Cosaúde committee, put to public consultation and decided by ANS's board. Technologies the SUS incorporates on CONITEC's recommendation are added within 60 days of the incorporation order. The ANS page notes that oral medicines are excluded from plan coverage unless they are for cancer, which is why oral cancer drugs are covered.\n\nLaw 14.454 of 21 September 2022 changed the Health Plans Law to set the conditions under which a plan must cover a treatment that is not on the list; one of them is a recommendation by CONITEC or by at least one internationally renowned health technology assessment body.","asOf":"2026-11-03","links":[{"label":"ANS: how the coverage list (Rol de Procedimentos) is updated","url":"https://www.gov.br/ans/pt-br/acesso-a-informacao/participacao-da-sociedade/atualizacao-do-rol-de-procedimentos/como-e-atualizado-o-rol-de-procedimentos"},{"label":"ANS: Dados gerais (people with a private health plan, 2016 to 2026)","url":"https://www.gov.br/ans/pt-br/acesso-a-informacao/perfil-do-setor/dados-gerais"},{"label":"Senado Federal open data: Law 14.454 of 21 September 2022 (summary)","url":"https://legis.senado.leg.br/dadosabertos/legislacao/36359942"},{"label":"Schulze, on the 'internationally renowned' assessment body in Law 14.454 (Empório do Direito, 2023), quoting the text","url":"https://emporiododireito.com.br/leitura/avaliacao-de-tecnologia-em-saude-e-orgao-de-renome-internacional"}],"tags":[],"related":[],"cancers":[],"sections":[],"technologies":[],"targets":[],"drugs":[],"companies":[],"institutions":["conitec","anvisa"],"pathways":[],"terms":[],"trials":[],"people":[],"bottlenecks":["b-drug-pricing"],"keyPapers":[],"journals":[],"dependsOn":[],"notes":[],"provenance":{"editedBy":"OnCo country deep dive, Brazil (wave 2)","editedOn":"2026-11-03"},"city":"Rio de Janeiro","country":"BR","lat":-22.905,"lng":-43.176,"institutionType":"government","website":"https://www.gov.br/ans/pt-br","programs":["Coverage list (Rol de Procedimentos e Eventos em Saúde)","FormRol proposals and Cosaúde committee","Beneficiary and operator statistics"]},"route":"/institutions/ans-brazil/","neighbours":{"institution":[{"id":"anvisa","kind":"institution","name":"Agência Nacional de Vigilância Sanitária","route":"/institutions/anvisa/"},{"id":"conitec","kind":"institution","name":"Comissão Nacional de Incorporação de Tecnologias no SUS","route":"/institutions/conitec/"}],"bottleneck":[{"id":"b-drug-pricing","kind":"bottleneck","name":"Prices and value","route":"/bottlenecks/b-drug-pricing/"}]}}
