Haute Autorité de Santé
France's health technology assessment authority, whose Transparency Committee rates the added clinical benefit of each new cancer drug and so sets its price and reimbursement.
Created in 2004, the HAS is an independent public authority that evaluates medicines, devices and procedures for reimbursement and produces clinical guidelines. Its Commission de la Transparence assigns each drug a clinical benefit score (SMR) and an improvement in clinical benefit rating (ASMR I-V) that drive price negotiations with the Comité Économique des Produits de Santé; France's early access programme (accès précoce, formerly ATU) lets patients receive promising cancer drugs before marketing authorisation, with HAS deciding eligibility. HAS also accredits hospitals, runs the screening programme guidance and participates in the EU joint clinical assessments beginning with oncology in 2025.
