Rachel Dunscombe is Chief Executive Officer of HL7 International, the standards development organisation behind HL7 v2, CDA and FHIR. Her appointment was announced on 8 January 2026, succeeding Charles Jaffe, who concluded his tenure as CEO that month. She was previously CEO of openEHR International, where she led global adoption of open health data standards, and before that CEO of the NHS Digital Academy; she has advised the UK Secretary of State for Health, served on the UK Government AI Council and holds a visiting professorship at Imperial College London. HL7 Europe's announcement describes her as a globally recognised leader in healthcare interoperability, digital health strategy and standards-based transformation.
