Dr. med. Thomas Kaiser is Director of the Institute for Quality and Efficiency in Health Care (IQWiG) in Cologne. He previously headed IQWiG's Drug Assessment department and has been a central figure in Germany's early benefit assessment (AMNOG) process for new medicines, including oncology drugs. He publishes on evidence standards, surrogate endpoints and health technology assessment methodology.
