Indian Council of Medical Research
India's apex medical research council, which runs the National Cancer Registry Programme, a cancer prevention institute and a network of research institutes, and sets national research and ethics policy.
Overview
The ICMR traces its origin to the Indian Research Fund Association of 1911 and was reconstituted under its present name in 1949. It is the apex body for the formulation, coordination and promotion of biomedical research in India, with 28 permanent institutes and a budget of about 4,200 crore rupees in 2026-27 across all fields.
For cancer it matters in three ways: it funds and hosts the National Cancer Registry Programme (through the National Institute of Noncommunicable Disease Epidemiology in Bengaluru, formerly NCDIR), whose reports estimate India's burden at about 1.39 million new cases in 2020 and 1.46 million in 2022; it runs the National Institute of Cancer Prevention and Research at Noida and a Centre for Cancer Pathology in Delhi; and it issues the national ethical guidelines and research consortia (including the India Cancer Research Consortium) that shape how Indian trials are run.
